PCDA issued Circular No. 610 Dated 05/11/2018 regarding Revision of pension of pre-01.01.2016 pensioners/ family pensioners in implementation of Govt. decision on the recommendations of the 7th Central Pay Commission on notional pay fixation method and details as follows.

Reference: (1) This office Circular No.570 dated 31.10.2016 and 585 dated 21.09.2017 and No. 608 dated 26.10.2018.

1. Please refer to this office circular No. 570 dated 31.10.2016, No. 585 dated 21.09.2017 and No. 608 Dated 26.10.2018 issued for revision of pension of Pre-2016 retired/discharged Armed Forces Personnel. Consequent upon issuance of the concordance table vide Gol, MoD letter No. 17(1)/2017(02)/D(Pension/Policy) dated 17.10.2018, revision of pension under notional pay fixation method is to be carried out by the PSAs concerned by issuing Corr. PPO.

2. These concordance tables have been prepared to facilitate fixation of notional pay of Pre-2016 pensioners/ family pensioners by the concerned Record Offices and attached Pay Account Offices in case of JCO/ORs of the three services and PCDA(0) Pune/ Naval Pay Office, Mumbai / AFCAO New Delhi in case of commissioned officers of Army / Navy /Air Force respectively. Due care has been taken to prepare these concordance tables based on the fitment tables for fixation of pay from 3rd to 4th (only for Sailors), 4th to 5th, 5th to 6th and 6th to 7th Pay Commission. In case of any inconsistency in the concordance tables vis-a-vis the relevant rules / instructions, the notional pay and pension / family pension of pre-2016 pensioners / family pensioners may be fixed in accordance with the rules / instructions applicable for fixation of pay in the intervening Pay Commission periods.

3. The pension / family pension of pre-2016 Armed Forces pensioners / family pensioners may be revised using the appropriate concordance table in accordance with the instructions contained in this Ministry’s above quoted letter dated 5.9.2017.

4. To enable PSAs to implement the MOD letter dated 5.09.2017 para-18 of the ibid letter clearly specifies that it shall be the responsibility of the concerned Record offices and attached Pay Account Offices in case of JC0s/ORs of the three Services and PCDA(0) Pune/AFCAO New Delhi/ Naval Pay Office, Mumbai in case of Commissioned Officers of Army / Air Force / Navy to initiate cases for revision of pension/ family pension of Pre-01-01¬2016 pensioners/ family pensioners with effect from 01.01.2016 in accordance with these orders for issue of revised Pension Payment Order (PPO) for every pensioner / family pensioner. The Pension Sanctioning Authority would impress upon the concerned Record Offices/ PCDA(0) Pune / AFCAO New Delhi/ Naval Pay Office, Mumbai for fixation of pay on notional basis based on extant orders and will issue revised Pension Payment Authority at the earliest.

5. Suo-moto Revision:

This office has carried out an analysis to assess no of cases of Pre-16 pensioners where revision is involved. As per sanction database, an estimated 22 lakh cases requires revision of pension/family pension. To carry out revision through normal conventional method of calling for LPC-CUM-Data Sheet from RO with vetting of Pay details by PAO concerned may be a herculean task and would be time consuming. Therefore It has been proposed to carry out suo-moto revision subject to the approval of Ministry of Defence, wherever feasible based on PDA details and Pay details (and other info like Rank Group , QS) wherever available in master data base and based on notional Pay fixation as per Concordance table for 7th CPC issued vide GOI. MOD letter dated 17/10/2018.

 

6. Initiation for remaining cases where suo moto is not feasible. (Action by RO/PAO)

In remaining cases where Pay Details (and other related fields like Rank Group, QS) and current PDA details are not available with this office, in such cases this office will not be able to revise the pension and issue the revised PPO on suo-moto basis. In these cases claims / inputs will be required from concerned RO/PAO to authenticate the pensioner details. Therefore to carryout effective, paperless and speedy revision, an Utility software has been developed by PCDA(P) office to be hosted on CGDA WAN to make available all the data of Pre-2016 JC0s/ORs pensioners/family pensioners for access, modification, initiation (if not found available in database of PCDA(P) on search) and for fixation of 7th CPC pay details by respective ROs/PAOs in line with MOD letter dated 05/09/2017 (Para 18). Due care has been taken to account for all the cases of live pensioners however still if any case is missing, the same may be floated through this utility by RO/PAO and forwarded online through utility.

7. Paperless Revision and issue of e-PPO

Therefore the Data can be accessed, initiated, approved and completed through the utility software provided by this office on WAN and controlled through allotted login / password, which is menu based and user friendly. Collection of data will be realized through an interface accessible through WAN and completed data will be processed by PCDA(P) Allahabad and e-PPOs will be generated in cases received. The working methodology of utility software and the User Manual defining the role of Record Office and Pay Account Office is attached for guidance.

8. Issue and Transmission of e-PPO

The revised corrigendum PPO will be issued by PSAs in e-PPO mode with new 12 digit PPO No. and 4 digit suffix code alongwith old PPO number. The e-PPO consisting of .pdf and .xml files will be digitally signed and will be transmitted directly to the PDAs through SFTP connectivity as is already being done for new pensioners (no confirmation from RO is required by PDA). E-PPOs will also be uploaded on CGDA WAN for ROs to download a copy for record purpose as well as for providing a copy to the pensioner/family pensioner concerned. Any irregularity if noticed may be returned back to this office.

9. Allotment of login ID and password to Administrator of RO and PAO:

To access the utility programme, each RO and PAO will be issued login ID and password. Accordingly every RO/PAO has to nominate one Officer of their office as ADMIN (Administrator) to whom login credentials i.e. password will be provided by PCDA(P). The ADMIN of RO/PAO may further allot login user id and password to the required number of users to act as Initiator and Approver in their office at their end through ‘User Management’ of utility software on WAN. For this purpose a Proforma for allotment of login ID and password to the Admin of RO/PAO concerned is enclosed as per Annexure-A which may be filled and submitted to this office under the signature of CRO/PAO In charge concerned on the e-mail address <pcdapedp.dad@nic.in> of this office as well as invariably through the hard copy duly signed by 0 I/C of the Record Office/PAO concerned to Shri Himanshu Tripathy,IDAS Group Officer, EDP Centre, PCDA(P) Allahabad-211014 for further necessary action within a month of issue of this letter / Circular.

10. Allotment of login ID and password to other users of RO and PAO (other than administrator)

The Administrator of RO and PAO will further allot login user ID and password to the required number of users as Initiator and Approver of their office at their end through ‘User Management’ of utility software on WAN. Facility has been provided in the utility software that all user can change their password after allotment or as and when they requires.

11. Training schedule for Record Offices and concerned Pay Account Offices

It has also been decided that to familiarise the officers/staff of Record Offices and Pay Account Offices with the running/navigation of utility software a two days training programme (theoretical as well as practical) will be organised for the officials of the ROs/PAOs dealing with the pension matters as per training schedule in DPTI, Allahabad. It is advisable that at least one Officer, one JCO and one ORs from each Record Office and one Sr.AO/AO, one AAO along with one Auditor/Sr. Auditor from each PAO may be required to attend the said training programme. It is also impressed that the officers/staff dealing with this revision task should only be nominated by officer in charge of the RO/PAO concerned to participate in the above training programme. Detailed training schedule in this regard is attached with the circular as Annexure-B. Due to limited facility of accommodation in DPTI, Allahabad, it is informed that the accommodation to the participants in the said training programme will be provided on the availability basis.

NOTE: A tutorial video for pre training and guidance on utility software is planned to be uploaded on website of PCDA(P) shortly for all the users.

12. Availability of infrastructure

Necessary infrastructure i.e. PC, scanner and WAN connectivity to all the users may be arranged/augmented at your end.

DR for Central Government Pensioners From 1.07.2018 – Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Improving the pay scales in respect of Attorney’s Cadre of Prosecution Department to Haryana Govt Employees

Government of Haryana, Finance department issued order vide No. 1/20/2016-5PR(FD)               Dated, Chandigarh the 21st August, 2018 regarding Improving the pay scales in respect of Attorney’s Cadre of Prosecution Department and details as follows.

All Haryana Attorneys Welfare Association of Prosecution Department had filed a CWP No. 14166 of 2014 with a prayer to upgrade the pay scales applicable to the cadre of Attorneys. Hon’ble High Court passed the following orders on 25.10.2016:-

“In the facts and circumstances of the present case, I am of the considered view that it would be in the interest of justice, if the case of the petitioner-Association is considered by a High Powered Committee as the Pay Anomaly Commission is not in existence at present. Therefore, I dispose of this petition with a direction to the respondents to constitute a Committee headed by the Chief Secretary, which shall also comprise the Principal Secretaries, Departments of Home, Finance as well as Director of Prosecution as its members, to examine the case of the petitioner Association and decide the same, in accordance with law, within a period of six months from the date of receipt of certified copy of this order. The petition stands disposed of accordingly.”

Accordingly, a Committee was constituted under the Chairmanship of the Chief Secretary to Government of Haryana and the following recommendations were made by the Committee:-

“The Committee does not find any reason ground to differ with the conclusion of the Commission and the Committee is of the considered view that there is no merit in the claim as put forth by the petitioner-association. Hence the same is hereby rejected.”

Subsequently, the petitioners filed a COOP No. 2012 of 2017 and the Hon’ble High Court was pleased to pass the following order on 06.02.2018:-

“Accordingly, direction is issued again to the concerned committee to reconsider the matter afresh without being influenced by the earlier letter and by taking necessary action within a period of two months. In case the presence of any of the representative of the petitioners association is required, be given an opportunity of hearing . Status report be filed on or before the next date of hearing.”

Accordingly, on re-consideration the matter, the Committee recommended higher pay scales for Assistant District Attorneys (ADAs),Deputy District Attorneys (DDAs) and District Attorneys (DAs).Accordingly, Government has decided to upgrade the pay scales applicable to the posts of ADA/DDA/DA of the Prosecution Department in the following manner w.e.f.01.04.2018:-

DA to Educational Institutions in Odisha with effect from 01.10.2017 – Sanction of Dearness Allowance(DA) @ 5% with effect from 01.10.2017 and @2% enhancing the rate from 5% to 7% with effect from 01.01.2018 to Educational Institutions of Odisha

Government of Odisha,Finance Department issued Office Memorandum vide No.19187/F,FIN-CS2-ALW-0005-2017 dated    13.06.2018 regarding Sanction of Dearness Allowance @ 5% with effect from 01.10.2017 and @2% enhancing the rate from 5% to 7% with effect from 01.01.2018 in favour of Employees of fully Aided Educational Institutions of the State drawing pay in Revised Scales of Pay Rules, 2017 and details as follows.

1.The State Government have released two doses of Dearness Allowance qi?,1% enhancing the rate from 4% to 5% with effect from 01.07.2017 and @2% enhancing the rate from 5% to 7% with effect from 01.01.2018 in favour of Government employees vide this Department O.M. No. 34556/F, dt.24.11.2017 and 0.M.No.14109/F, dt.24.04.2018 respectively.

2.Now, the Government after careful consideration of the representations of different Service Organisations/ Associations, have been pleased to decide that the employees of fully Aided Educational Institutions covered under ORSP Rules, 2017 are entitled for getting two doses of Dearness Allowance R.1% enhancing the rate from 4% to 5% with effect from 01.10.2017 and @ 2% enhancing the rate from 5% to 7% with effect from 01.01.2018.

3.Dearness Allowance in accordance with this Memorandum will also be admissible to the employees of fully Aided Educational Institutions who were in service on 01.10.2017, but have ceased to be in service at the time of sanction of D.A. as per the revised scale of pay.

4.The additional dose of D.A: will be paid in cash and can be drawn in the Pay Bill of June, 2018 payable in the month of July, 2018 and onwards. The arrear from the month of October, 2017 to May, 2018 on account of the enhanced D.A. doses shall not be drawn before the date of disbursement of salary of June, 2018.

5.The bill for drawal of D.A. as per revised scale of pay will be submitted to all Treasuries/Special Treasuries/Sub-Treasuries along with the pay bill for the month of June, 2018 and onwards.

6.The term “Basic Pay” in the revised pay structure means the pay drawn in the prescribed level in the Pay Matrix ,but does not include any other type of pay like Special Pay.

7.The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.

8.The payment of arrears of Dearness Allowance from October, 2017 to May, 2018 on account of enhanced D.A. doses will be drawn and disbursed latest by 31.03.2019.

Revision of Entitlement of TA/DA to JCM Members after implementation of Seventh CPC recommendations

Government of India, Ministry of Personnel, P.G & Pensions, Department of Personnel & Training, Establishment (JCA) Section issued Office Memorandum vide F.No. 8/10/2003-JCA North Block, New Delhi Dated 20th August, 2018 regarding Revision of Entitlement of TA/DA to JCM Members after implementation of Seventh CPC recommendations and details as follows.

The undersigned is directed to say that consequent upon the revision of rates of Travelling Allowance/Daily Allowance by the Department of Expenditure vide O.M. No. 19030/1/2017-E.IV dated 13/07/2017, the Staff Side Members of the National Council (NC)/Departmental Councils and Third Level/Regional Councils of JCM shall be entitled to TA/DA etc. in the following manner w.e.f. 01.07.2017.

  1. National/Departmental Council JCM

TA/DA entitlement as admissible to officers in Pay level 12 & 13 as per Department of Expenditure’s O.M. No. 19030 /1/2017-E.IV dated 13/07/2017 as under:

(i) Travel entitlement within the country – Economy class by Air or AC-I Class by Train including travel in Premium /Premium Tatkal /Suvidha/Shatabdi / Rajdhani Trains.

(ii) Reimbursement for Hotel Accommodation of upto Rs. 4500/- per day.

(iii) Reimbursement of food bills not exceeding Rs.1000/- per day.

(iv) Reimbursement of AC Taxi Charges of upto 50 kms per day.

  1. Regional/ Office Council (JCM)

TA/DA entitlement as admissible to officers in Pay level 11 as per Department of Expenditure’s O.M. No. 19030 /1/2017-E.IV dated 13/07/2017 as under :

(i) Travel entitlement within the country – Economy Class by Air or AC-II Class including Rajdhani/ Shatabdi Express etc.

(ii) Reimbursement for Hotel Accommodation of upto Rs. 2250/- per day.

(iii) Reimbursement of food bills not exceeding Rs. 900/- per day.

(iv) Reimbursement of non-AC taxi charges of up to Rs. 338/- per day for travel within the city

  1. The admissibility of DA in case of free boarding and lodging, has been considered in Department of Expenditure. Daily Allowance is given to the Govt. employees as a reimbursement of the expenditure incurred by him on tour for his stay, food and travel at that station. In case of free boarding and lodging, the Govt. employee, if incurring any expenditure on local travel, can claim the same as per Para 2 E(i) and (iii) of the Annexure to OM No.19030/1/2017 E.IV dated 13.07.2017. The earlier system of giving 25% of DA has been discontinued. Also after implementation of 7th CPC recommendations, the facility of DA at 5th CPC rates is done away with.
  2. This O.M. is issued with concurrence of the Ministry of Finance, Department of Expenditure vide I.D. No.300377130/2018-E.IV dated 31.07.2018

LTC facilities to the Civilian employees of the Central Government in J& K, Andaman & Nicobar Island and Lakshadweep

Ministry of Personnel, Public Grievances & Pensions issued office memorandum vide F. No. 31011/12/2015-Estt.A-IV dated April 24, 2018 regarding LTC facilities to the Civilian employees of the Central Government serving in States of the North-Eastern Region, Ladakh region of State of Jammu & Kashmir and in Union Territories of Andaman & Nicobar Island and Lakshadweep Group of Islands — Implementation of recommendations of 7th CPC and details as follows.

The undersigned is directed to refer to Department of Expenditure’s O.M. No. 11(2)/97-E.II(B) dated 22nd July, 1998, regarding Allowance & Special Facilities for civilian employees of the Central Government serving in States and Union Territories of the North-Eastern Region and in the Andaman & Nicobar Island and Lakshadweep Group of Islands.

2.The aforesaid O.M. provided the option of availing every year Home Town LTC (for self and family) to a Government servant serving in North-Eastern Region, Andaman & Nicobar and Lakshadweep groups of Islands who leaves his family behind at the old headquarters or another selected place of residence, and who has not availed of transfer travelling allowance for family. In addition, two additional passages under “Emergency Passage Concession” is also provided to the employees posted in these regions to enable them and/or their families [spouse and two dependent children] to travel either to the Home Town or the station of posting in an emergency.

3.The Seventh Pay Commission has recommended that splitting of hometown LTC should bellowed in case of employees posted in North East, Ladakh and Island territories of Andaman, Nicobar and Lakshadweep. This will enable these employees and their families to meet more often.

4.Consequent upon acceptance of recommendations of Seventh Pay Commission, it has been decided that a civilian Central Government servant serving in North-Eastern Region, Ladakh region of State of Jammu & Kashmir, Andaman & Nicobar Islands and Lakshadweep groups of Islands, who leaves his family behind at the old headquarters or another selected place of residence and has not availed of transfer travelling allowance for family, shall be provided with the following options for the purpose of LTC:

(I) The Government servant may avail LTC for journey to the Home Town once in a block period of two years and/or one ‘Anywhere in India’ LTC in a block of four years under the normal LTC rules.

(ii) In lieu thereof, the Government servant may avail the facility for himself/herself to travel once a year from the station of posting to the Home Town or the place where the family is residing and for the family [restricted only to the spouse and dependent children as per the ‘family’ definition of CCS(LTC), Rules, 1988] to travel once a year to visit the Government servant at the station of posting.

5.In addition, Central Government employees and their families posted in these territories shall be entitled to avail of the Leave Travel Concession, in emergencies, on two additional occasions during their entire service career. This shall be termed as “Emergency Passage Concession” and is intended to enable the Central Government employees and/or their families [restricted only to spouse and dependent children] to travel either to the Home Town or the station of posting in an emergency. The two additional passages under the Emergency Passage Concession shall be availed by the entitled mode and class of travel as admissible under the normal Leave Travel Concession Rules.

6.This O.M. will take effect from July 1, 2017.
