ESIC to Allow Non – IPs to Avail Medical Services from its Underutilized Hospitals

The ESI Corporation during its 176th meeting held on 05.12.18 under the Chairmanship of Shri Santosh Kumar Gangwar, Minister of State for Labour & Employment (I/C) has taken some very important decisions towards improvements in its service delivery mechanism.

In the meeting, It was decided to allow Non-IPs (Non Insured Persons) to avail medical services from   underutilized ESIC Hospitals after levying User Charges at a subsidized cost  of Rs. 10/- for OPD Consultation, at 25% of CGHS package rates for admitted patients and  to provide medicines on actual rate initially for one year on pilot basis. It will immensely help common people get the quality medical care at very low cost. Besides, it will ensure full utilization of resources of hospital for people’s cause.

Recruitment to the 5200 posts in various categories like Social Security Officer, Insurance Medical Officer Grade-II, Junior Engineers, Teaching Faculty, Paramedical & Nursing Cadre, UDC and Steno etc. in ESIC is under process.

To meet the shortage of specialist/super specialist doctors in some of the ESIC Hospitals, the ESIC approved for hiring of full time contractual specialists/super specialists in the department of Anaesthesia, Medicine, Surgery, Pediatrics, Gyne, Ortho, Cardiology, Nephrology and Medical Oncology after inviting open tender.

Keeping in view the rise in the National Floor Level Minimum Wages to Rs. 176/-, it was decided in the meeting to Enhance the exemption limit for payment of employees’ share of contribution from Rs. 137 to Rs. 176.

Shri Heera Lal Samaria, Secretary, Labour & Employment, Sh. Raj Kumar, Director General, ESIC, ESIC representatives of Employees and Employers and ESI Corporation Members, representatives of state govts. and senior officers of the Ministry were also present in the meeting.

Establishment of Modified Employer Utilization ESIC Dispensary (M-EUD)

Employees’ State Insurance Corporation issued circular vide No. V-15/13/2/2001-Med.1 (EUD) dated:-04.09.2018 regarding Establishment of Modified Employer Utilization Dispensary (M-EUD) and details as follows.

With refer to Hqrs. letter no.V-15/13/2/2002-Med.I (EUD) dated 13.04.2018 on the subject mentioned above.

In this context, it has come to the notice that Regional Directors/DMD are finding difficulty in procurement of equipment/instruments, drugs and dressing etc. for Modified EUD. The Competent Authority has directed that the Medical Superintendents of the nearest ESIC Hospital of the state / nearest ESIC Hospital where there is no ESIC Hospital in the state, to provide the equipment/instrument, drugs and dressing on the request of the Regional Directors.

This issues with the approval of Competent Authority.

ESIC Pensioners Medical Scheme, 2006 — rates of contribution

Employees’ State Insurance Corporation issued circular vide No. D-12116/1/2017-E-VI-Vol.I dated : 17.8.2018 regarding ESIC Pensioners Medical Scheme, 2006 — rates of contribution and details as follows.

Please refer to this office letter of even No. dated 6/3/2018 wherein the rates of contributions for the pensioners covered under ESIC-FMS-2006 were revised subsequent to the implementation of the 7th Pay Commission Report. However, some of the Field units have raised queries in the matter and the clarfications for the same as inferred from the circulars of Ministry of Health & Family Welfare are as follows :

1. The rates of contributions are revised w.e.f 1/2/2017 for pensioners availing benefits under ESIC-PMS-2006 (as per the date of implementation under CGHS pattern for pensioners). 2. Pensioners who had obtained life-time validity card on or before 31.1.2017 will not be required to pay any additional amount as a result of the revision of rates. 3. Pensioners who had obtained annual card on or before 31/1/2017 may be allowed the subscription at the pre-revised rates upto the end of 12 months for which the card was issued to them. Afterwards, pensioners are required to pay at the revised rates. 4. The instructions dated 6/3/2018 are effective w.e.f 1/2/2017. Therefore, pensioners who had already obtained medical cards on or after 1/2/2017 with life-time validity are required to pay the difference in contribution rates. 1. Both the circulars legarding revision of Fixed Medical, Allowance and revision of contibutions have been adopted in ESIC as per the circulars of Ministry of Health & Family Welfare for CGHS pensioners and thererefore, the effective dates could not be altered. Further, no provisions are available under CGHS for payment of contribtutions in instalments.

This issues with the approval of Addl. Commissioner (P&A).

Two New Facilities for ESIC Beneficiaries Launched IVR (Interactive Voice Response)/ Audio-Visual clips on ESI Benefits

In order to empower Insured Persons and their beneficiaries and create awareness among other Stakeholders, ESIC has come up with two new user friendly initiatives. The initiatives include the facility of ‘IVR (Interactive Voice Response)/Help Desk’ for ESIC Toll Free No. 1XXX-XX-2526 and production of seven Audio-Visual clips on ESI Benefits.

ESIC has started recently a landmark facility with ‘Launching of IVR / Help Desk’ for ESIC Toll Free No.1XXX-XX-2526 Apart from on the spot redressal of callers’ queries, this facility also receives the complaints / grievances simultaneously. Complaints requiring longer period are given unique ticket number and forwarded to PG Portal of ESIC for early redressal. The callers are satisfied and happy to experience interactive response from ‘Help Desk’ for the first time. On an average, more than 1000 calls are received daily and are attended to the utmost satisfaction of the callers.

To educate and spread awareness about ESI Benefits among the Stakeholders, mainly the workforce, ESIC has produced seven Audio-Visuals using info graphics and simple language. These Audio-Visuals are already available on You Tube (ESIC HQ You Tube Channel) and the response is very encouraging.

The Audio-Visual clips have been produced for ‘UMANG’ platform of Govt. of India which will host the ESIC Mobile App ‘Chinta Se Mukti’. The App will be launched very shortly. The Audio-Visual clips are also being produced in English and all other major regional languages for the benefit of ESIC Insured Persons spread across the country.

The Clips will help all the Stakeholders, Insured Persons and their family members, employers and employees of ESIC to understand the various benefits being provided under ESI Scheme.

Union Minister of State for Labour & Employment Shri Santosh Kumar Gangwar has expressed hope that the launch of user friendly initiatives by ESIC will certainly empower the work force of the country.

ESIC issued memorandum vide No. Z-11/15/1/Misc/2018/M-VI dated 12/07/2018 regarding Directions to stay away from Dharna/Rally/Indefinite strike called by ESIC Medical Officers’ Association and details as follows.

It has come to notice that “ESIC Medical Officers’ Association” has made a call for Dharna & Hunger strike and Rally demonstration /burning of Effigies etc. in front of HQrs ESIC on 17/07/2018 and 18/7/2018 followed by nation-wide indefinite strike w.e.f. 7/8/2018 on certain issues. Despite the fact that ESIC Medical Officers’ Association is not recognized by the ESI Corporation as service association under RSA (CCS) Rules, the factual status of the issues raised by the association have been brought to the notice of all concerned vide HQrs ESIC Circular No. Z-11/ 15/ 1/Misc/2023/ M-VI dated 26/6/2018 already published on ESIC website.

Participation of ESIC Medical Officers in the proposed dharna rally etc. will adversely affect the services to the ESI beneficiaries against the mandate of organization. Thus, joining such dharna, rally etc. is in prejudice to the interest of the Corporation and its beneficiaries.

Participation in any such activity is not only unlawful as violation of CCS (Conduct) Rules but unethical 8s immoral too. Hence, all ESIC employees are advised not to associate themselves in these illegal activities to ensure uninterrupted quality medical services to ESI beneficiaries.

All Controlling Officers (Viz. D(M)D/D(M)N/MSs of Hospitals/Deans of Medical Education Institutions/IMOs I/c of Dispensaries) are requested get the contents of this communication noted by all concerned under proper acknowledgement.

ESIC issued circular vide F.No. I-11/12/02/2018-ISD dated: 04.06.2018 regarding Process for challan deletion requests from Employers and details as follows.

A large number of requests for deletion of challan are being received at challan-delrequest@esic.in. To deal with such requests, the following mechanism has been proposed:

Primary conditions for acceptance / rejection of requests for Deletion of Challan from Employers:

(i)            Deletion requests for Challans already paid, will not be entertained.

(ii)           Requests should be received within 3 days after generation of challans/ Submission of Contribution in case challan has not been generated.

(iii] Request of deletion should come from registered email ID of employer and with authorization letter from the employer in case request is being made by third person.

(iv)         Hard copy to be sent by employer in due course. All documents in required format to be attached and sent with email.

(v)          Challan deletion request should be for the challan of previous month only. Eg-Challan deletion request for contribution payable for April-18 shall be accepted in the month of May-18 and that of any other period prior to April-18 shall not be entertained.

Request for Deletion of Challans from Employer – Details / Format

  1. Deletion requests for Challans already paid, will not be entertained.
  2. Employer shall submit the request to either Branch office or RO/SRO within 3 days after generation of the Challan/ Submission of Contribution in case challan has not been generated. Branch office would be required to forward the request to RO for approval.

ESIC issued circular vide F.No.I-11/16/22/2017-ICT dated:Dt-06-2018 regarding determination of Contribution u/s 45-A of the ESI Act and details as follows.

With reference to Memorandum No. T-11/13/1/2010-Rev-I dated 05-07-2017 regarding above mentioned subject, it is informed that the new assumed wages of Rs.11550/- has been incorporated in the system. Now for generating C-18(Adhoc), system will automatically calculate assumed wages Rs. 8250/- for period prior to 01/01/2017 and Rs. 11550/- for period from 01/01/2017 and onwards.

In case of any issue in generating C-18(Adhoc), the matter may be reported to IT Helpdesk for resolution.

ESIC issued circular vide No.V-15/13/2/2001/Med.I (EUD) dated: 26.04.2018 regarding Establishment of Modified Employer’s Utilization Dispensary (Modified EUD) and details as follows.

As you are aware, under ESI Scheme, primary medical services at certain locations are being provided through Employer Utilization Dispensary (EUD) for which ESIC pays capitation fees to the employer based on per IP family unit per annum. In this regard, in order to provide quality services to Ns where ESI Medical Services are not adequate, particularly in the newly implemented areas, ESI Corporation in its 173rd meeting held on 16th February, 2018 has approved the proposal for establishment of Modified Employer’s Utilization Dispensary (Modified EUD).

Under the Modified Employer’s Utilization Dispensary (Modified EUD) at least one pilot project, subject to demand from the States, may be started for one year in each State. Periodical review of the performance and satisfaction level of the stakeholder is to be ascertained and reported back to the Corporation for rolling out the scheme, later, on pan India basis. Model memorandum of understanding (MoU) to be considered for establishment of Modified Employer’s Utilization Dispensary (MEUD) is enclosed. Hence, it is requested to take cognizance of above approval for further necessary action This issues with the approval of the Director General.

ESI issued circular vide F. No: 111-U/17/11/15/SST/Med-II dated:-16/04/2018 regarding Extension of empanelment of SST and Haemodialysis Services for ESIC Beneficiaries w.e.f. 18.04.2018 to 17.04.2019 and details as follows.

In continuation of this office circular dated-13/04/2018 on above subject, the revised circular in r/o Extension of Empanelled Hospitals for SST and Haemodialysis Services, is being issued with incorporation of already approved additional services and cross taggings of existing empanelled hospitals. The period of extension is 01 (one) year i.e. from 18/04/2018 to 17/04/2019 on same terms and conditions.
